Pursuant to President Trump's Presidential Proclamation to lower the United States flag, Gov. Ralph Northam ordered that the flags of the United States and Virginia are to be flown at half-staff over the state Capitol and all local, state, and federal buildings and grounds in the Commonwealth in respect and memory of U.S. Rep. Elijah E. Cummings.

Northam ordered that the flags be lowered until sunset Oct. 18.
